Digital Competency Framework
From staff training to measurable digital capability.
Overview
This is a competency framework system: a governed platform for staff digital competency. It takes training, assessment, certification, KPIs, compliance and escalation out of disconnected files and places them in one auditable programme.
The Challenge
Staff capability was difficult to evidence. Training, theory, practical assessment, certification and follow-up lived in separate routines. Site leads and leadership could not see competency, compliance bands or escalation in a consistent way across sites.
The Approach
The system was designed as a competency operating model, not a course catalogue. Framework levels, assessment weighting, grading, certification validity, RACI ownership and a four-stage escalation path were defined before the interface. Locations and sites were modelled as first-class structure so reporting could follow the organisation.
The Solution
Staff move through assigned training, theory assessment and practical tasks. Grading and certification are produced from the programme rules. Scorecards, site reporting, compliance bands and escalation workflows give managers a way to act. Audit trails support review. The public programme site explains the model; the application holds the evidence.

Impact / Outcomes
The organisation has a single competency framework for training, evidence, certification and escalation across sites—rather than a stack of disconnected tracking methods.
Lessons
Competency systems used by multi-site organisations need governance as much as content. If escalation, ownership and evidence are not designed in, the platform becomes another filing cabinet.
